This describes storage and sync. A tool can still send a key to its service when authenticating.

Use the setup command on the computer that needs the key. Its hidden prompt keeps the value out of your command line and your account. Do not paste key values into tool files you share.

No. Set them on each computer. Your account records which keys each tool needs, never their values.
Where are keys stored?
In a local store the client supports. Follow the key setup instructions for your computer; not every external password manager is supported.
Does this mean a key never leaves the computer?
No. A tool may still send a key to the service it signs in to. Your account records only which keys a tool needs; you enter the values on the computer that uses them.
